Vaccination policy

According to the article 10 of the Ukrainian law "Fundamentals of Ukrainian legislation on healthcare", citizens of Ukraine are obliged to undergo preventive medical examinations and vaccinations in cases provided for by law. Vaccinations in pediatric age are:

  1. Tuberculosis (at birth)
  2. Hepatitis B (at birth)
  3. Diphtheria
  4. Tetanus
  5. Pertussis
  6. measles
  7. polio

Employees of certain professions, industries and organizations, whose activities may lead to their contagion and (or) the spread of infectious diseases by them, are subject to mandatory preventive vaccinations also against other relevant infectious diseases. In case of refusal or evasion of mandatory preventive vaccinations according to the procedure established by law, such employees are suspended from carrying out the specified types of work. The list of professions, industries and organizations whose employees are subject to mandatory preventive vaccinations against other relevant infectious diseases is established by the central executive body, which ensures the formation of state policy in the field of healthcare. The law of Ukraine "On ensuring the sanitary and epidemic well-being of the population" (Article 26) obliges employees to undergo mandatory preliminary (before employment) and periodic medical examinations for these job categories:

  • companies in the food industry, catering and trade;
  • medical and preventive, preschool and educational institutions;
  • aqueducts, municipal and domestic service structures;
  • other enterprises, institutions, organizations whose professional or other activities are related to public service and can cause the spread of infectious diseases, the occurrence of food poisoning;
  • employed in heavy work and jobs with harmful or dangerous working conditions.

In case of threat of emergence of a particularly dangerous infectious disease or mass spread of a dangerous infectious disease in the affected territories and objects, mandatory prophylactic vaccinations against this infectious disease can be carried out in accordance with epidemic indications.


School

Children must be vaccinated to enter nursery or school.

Home education is legal and is expressly permitted by the law "On the Approval of Regulations on the Individual Form of General Educational Institutions".

Legislation introduced in September 2019 with the ordinance 10.07.2019 m Kyiv N 955 simplified the registration process such that parents wishing to educate at home only need a declaration of home education sent to the local school, after which it will be assigned a teacher to assist parents in preparing the curriculum. Anyone in Ukraine can decide to study at home, but to do so they must be associated with an educational institution and undergo assessments up to four times a year, or they can proceed to portfolio review.
